  • 15 AGCO monetary penalties against iGaming operators from April 2023 to October 2026, C$1,419,000 as issued (our sum); one C$10,000 element was later withdrawn.
  • Largest: FanDuel Canada, C$350,000 (8 January 2026), for failing to detect and report suspicious betting to an integrity monitor.
  • Recurring themes: responsible gambling interventions, inducements to new customers, uncertified games, underage accounts and anti-money laundering.
  • Most releases describe the breaches as alleged and note the operator's right to appeal to the Licence Appeal Tribunal; the FanDuel release of January 2026 instead states that the AGCO determined FanDuel failed to meet its obligations.

The Alcohol and Gaming Commission of Ontario (AGCO) has issued 15 monetary penalties against registered online gambling operators since Ontario's regulated iGaming market opened, totalling C$1,419,000 as announced between April 2023 and October 2026, on our count. Penalties are made under the Registrar's Standards for Internet Gaming, which set rules on responsible gambling, advertising, game integrity and player protection. The AGCO announces each one in a news release that usually describes the breaches as alleged and explains the operator's right to appeal.

What the penalties were for

Responsible gambling is the largest theme. Apollo, PointsBet and theScore were each penalised for failing to act on players whose losses or behaviour signalled harm; in the PointsBet case, one player lost more than C$500,000 in under three months. Inducements are the second: BetMGM's C$110,000 penalty in 2025 concerned cash offers to attract new customers, including through third parties, which Ontario's Standard 2.05 restricts. Earlier, in 2022, the AGCO penalised DraftKings, BetMGM, PointsBet and Unibet for advertising inducements.

The 2026 cases show newer concerns: betting integrity (FanDuel), underage accounts (Betty), anti-money laundering (NorthStar) and misleading in-play offers (theScore Bet). The AGCO has also begun penalising suppliers whose games appear on unregulated sites, a sign that enforcement reaches beyond operators.

How an AGCO penalty works

The Registrar issues a notice or order of monetary penalty under the Gaming Control Act, 1992, citing the Standards breached. The operator can appeal to the Licence Appeal Tribunal, usually within 15 days. Most releases describe the breaches as alleged (the FanDuel release is worded as a determination), and few say whether a penalty was paid or appealed; the NorthStar update of December 2024, which withdrew part of the penalty, is an exception. Our guide to reading an enforcement notice compares this format with UK and US decisions.

Alberta

Alberta's regulated iGaming market opened on 13 July 2026, and the transition period for operators that had served Albertans without registration ended on 13 October 2026. No AGLC penalty against a named iGaming operator had been published by 24 October 2026; trade press reports that enforcement against unapproved sites is being prepared. Questions about Ontario enforcement

What is the largest AGCO penalty on an online gambling operator?

C$350,000 against FanDuel Canada, announced on 8 January 2026, for failing to detect and report suspicious betting to an independent integrity monitor.

Can operators appeal AGCO penalties?

Yes. Operators can appeal to the Licence Appeal Tribunal, and most releases say so and describe the breaches as alleged. The FanDuel release of January 2026 is worded as a determination instead.
