‡ page found but blocked to our checker; open directly. "Not verified" means no official page we opened stated the age. "Minors barred (18)" means the law bars minors without stating a number, and the age of majority is 18. The Netherlands figure is from the Kansspelautoriteit; a proposal to raise the age for riskier online games to 21 had not been confirmed as enacted when we checked. Belgium's 21 applies to games of chance and betting under its access-ban rules. Italy's 18 is from the Chamber of Deputies' summary of Decree-Law 158/2012, because ADM pages block our checker. Checked 24 October 2026.

Recent changes

Ireland's Gambling Regulatory Authority began accepting remote betting licence applications on 9 February 2026, with obligations phasing in; online casino licensing follows later. Finland's reform ends Veikkaus's exclusive rights for online casino and betting, with licences able to take effect from 1 July 2027 at the earliest, according to the National Police Board, which began taking applications in March 2026. Some Ministry of the Interior pages still give earlier dates. The Hellenic Gaming Commission's website has moved to hgc.gov.gr. Belgium has banned most gambling advertising under a royal decree of 27 February 2023.
